E e~~e~cy e ica ea°viceS <br />The department's EMS section this year initiated responses <br />based on Medical Priority Dispatch System (MPDS) protocols. <br />The protocols are an efficient means of triaging 9-1-1 calls ac- <br />cording to relative severity, enabling the department to send <br />appropriate resources to each call. Where two levels of severity <br />were recognized in the past, there are now five. <br />Reaching MPDS implementation took approximately five years, <br />and included numerous studies and reports, working through <br />software compatibility issues, and training ofcall-taking and <br />dispatch staff and emergency responders. MPDS, which is <br />countywide, allows emergency medical resources to be sent <br />sooner tohigher-priority calls, and also provides for greater <br />community and responder safety by reducing the number of <br />high-speed, lights-and-sirens responses on the roadways. <br />Medical training and state-of--the-art medical equipment are always among the department's top <br />priorities. This year the EMS section provided training to personnel on new advanced cardio- <br />vascularlife support guidelines and a new protocol for rapid-sequence intubation. New airway <br />kits and needle-safe IV catheters were introduced, and the department purchased new back- <br />boards and patient transport units through a Department of Homeland Security grant intended <br />to equip emergency responders for possible mass decontamination incidents. <br />Finally, the EMS Section <br />continues to be actively <br />involved in addressing <br />external circumstances <br />that are leading to pro- <br />, jections of inadequate <br />revenue, and developing <br />strategies to mamtam <br />and make sustainable the <br />operation's self- <br />supportingstatus, in ac- <br />cordance with policy es- <br />tablished bythe Eugene <br />City Council. This <br />analysis is also focusing <br />on how best to align our <br />service delivery capacity <br />with our call volume. <br />Lo~istres <br />The Logistics Section delivers the department's support services <br />function, with responsibility for procurement, maintenance, and de- <br />livery of needed supplies and equipment; maintenance and testing of <br />hose and ladders; repair and fit testing of the department's self- <br />contained breathing apparatus and personal protective equipment <br />(turnouts); fire hydrant maintenance and repair; maintenance, up- <br />grading, and design & construction of fire stations and other depart- <br />ment facilities; and support of line firefighters at working fires. <br />Under the annual hose and ladder testing process, each section of <br />hose and every ladder in the department are tested for National Fire <br />Protection Association (NFPA) compliance. For FY2007 this in- <br />cluded 73 ground ladders, nine hydraulic aerial ladders, and a total <br />of 40,928 feet of hose. The section also tested 20 apparatus pumps. <br />In addition, Logistics staff performed maintenance and repairs on the City's system of 4,055 <br />public fire hydrants. <br />In the area of Self Contained Breathing Apparatus (SCBA), testing included 159 SCBA annual <br />flow tests to the NFPA standard. A total of 400' SCBA breathing air cylinder hydro tests were <br />conducted, as required by D.O.T. Additionally, 400 SCBA breathing air cylinder valve over- <br />hauls were completed, and respirator fit tests were performed on all 176 firefighting personnel. <br />Logistics personnel completed advance inspections on 369 sets of the department's personal <br />protective equipment (turnouts). <br />Other duties performed by Logistics include air and oxygen cylinder refilling; bio-decontam- <br />ination ofturnouts and other equipment; minor equipment servicing and repair; and wood and <br />metal fabrication as needed.
