Section 3 <br />Airport catchment area, activity, and use <br />Eugene Airport enplanement activity <br />Airport passenger traffic is a function of population, economic activity, level of air service, distance to a <br />competing airport, and cost of air service. Exhibit 3.2 shows the change in enplanements at Eugene <br />Airport and population change for the Eugene-Springfield Metropolitan Statistical Area (MSA) from <br />calendar year 1995 through 2004. Although enplanements changed significantly year by year over the <br />ten year period, there was essentially no overall change in the past 10 years. From 2000 through 2003 <br />enplanements decreased by 20.3 percent from a peak of 369,531 to a low of 294,291. Recovery is <br />occurring in the market and enplanements for 2004 were up by 49,307 (16.8 percent). For population <br />comparison purposes, the Eugene-Springfield Metropolitan Statistical Area (MSA) is used as a surrogate <br />for the growth trend of the Eugene Airport catchment area population.
