C] <br />q <br />[7 <br />b <br />Funding <br />The Recommendations reflect three levels of funding. <br />The City of Eugene's FY05 Budget includes a specific <br />direction to commit at least $60,000 in capital improve- <br />mentfunds to the correction of deficiencies in the exist- <br />ingelectrical service to the Park Blocks, and to evaluate <br />improvements needed in water and wastewater services. <br />The City's Budget Committee earmarked capital funds <br />for a modest level of improvements partly in response <br />to complaints by Saturday Market vendors of continu- <br />ingelectrical service problems during market days. <br />A second level represents funding equivalent to the <br />amount included in the "Civic Center Phase One" bond <br />measure that appeared on the November 2004 ballot, <br />That ballot measure included $750,000 for Park Block <br />improvements, as well as funding for "Civic Street" <br />improvements to 8th Avenue that could impact that <br />portion of 8th Avenue adjacent to the Park Blocks. The <br />ability to fund hnprovements to both the Park Blocks <br />and 8th Avenue concurrently allows coordination of <br />design and construction of those features that might <br />not otherwise occur if funded separately.
