LANE COUNTY PUBLIC WORKS CAPITAL IMPROVEMENT PROGRAM <br /> A new subcategory of expenditures has been added to reflect the successful award of funding <br /> from the Oregon Transportation Investment Act of 2003 (OTIA III) that will replace 5 bridges <br /> within Lane County. <br /> Pavement Fund <br /> The Pavement Rehabilitation section of the CIP has been boosted from $2,300,000 to <br /> $3,000,000 annually for pavement overlay and rehabilitation. These funds are programmed by <br /> County staff to respond to current pavement condition information. Recent needs analysis has <br /> indicated a need to increase the annual amount to adequately maintain existing roadways. <br /> Safety Improvements <br /> Safety improvement projects are intended to address problems at spot locations that do not <br /> require large reconstruction projects. Staff will recommend projects as locations are studied and <br /> identified. General) these ro'ects will have low cost small size limited im act on ad'acent <br /> Y, p l ~ p 1 <br /> properties, and relative ease of implementation. <br /> Payments to Other Government Agencies <br /> The CIP Summary by Project Category (pg. 15) shows $17,100,000 projected payments to other <br /> government agencies in Lane County. $12,500,000 of the total is under the County/City Road <br /> Partnership Program (formerly Urban Transition). Intergovernmental agreements will need to be <br /> executed with each city agency in the County on issues involving the provision of urban road <br /> services, the jurisdiction of urban roads, and the distribution of County Road Funds. The amounts <br /> shown in the CIP document are estimates of future payments based on can-ent policies and <br /> agreements. , . . _ - _ <br /> The remaining $4,600,000 represents projects identified under the Board's Capital Project <br /> Partnership Program (CaPP) and other project payments. Projects that are not proposed to be <br /> let by the County are listed here as payments to respective agencies. CaPP projects that the <br /> County will be constructing are listed in the General Construction category. <br /> Two new projects added this year are local match funds for improvements to the interchange at <br /> I-5 and Pearl Street in Coburg and transportation improvements related to the Federal <br /> Courthouse that has yet to be constructed. <br /> Culvert Replacement for Fish Passage <br /> The Oregon Department of Fish and Wildlife (ODFW) has identified nearly 300 culverts under <br /> Lane County roads that the Department believes impede Coho or Chinook salmon passage at <br /> some stage in their lifecycle. The establishment of this fund is intended to dedicate Road Fund <br /> resources to replace culverts that are low or medium priorities from a road perspective, but are <br /> high priorities from an ODFW or resource agency perspective. <br /> Community Development Road Improvement Assistance Program <br /> This program was created by the Board of County Commissioners to provide eligible agencies an <br /> opportunity to fund road projects that provide a benefit to the community. Eligible applicants <br /> include Lane County cities, school districts, and other governmental agencies authorized by the <br /> Board of County Commissioners. The program accepts applications and awards individual <br /> project allocations through the Board. The Board has allocated the entire balance of this fund to <br /> projects. Future use of this fund and timing of a call for applications will be at the discretion of the <br /> <br /> .Board. <br /> 10 <br /> _ <br /> <br />
