RIVER ROAD RESIDENTS' VIEWS OF ANNEXATION <br />Again, it is significant that the "against" vote shrinks just below the majority <br />mark, which is essential to success. <br />The fourth and final theme probed potential change after informing voters <br />that DEQ has mandated a sewer system within three years, so that the City <br />must provide hook-ups whether River Road is annexed or not. <br />Then, this hypothesis was posed: <br />"Now, imagine that the sewer system is already in.
