RIVER ROAD RESIDENTS VIEWS OF ANNEXATION
Impact Of Pro-Annexation Themes
Four themes were pretested for potential impact in bolstering support .for
annexation. Results reflect the voting climate based on acceptance or
believability of these themes which include improved police protection,
deferred property taxes, discount in sewer fees and the fact that sewers are
mandated regardless of annexation.
First, let's look at the shift in voting behavior based on the premise that
significant improvements in police protection would accrue through
annexation. The first (left-hand column) repeats the "straight" vote as
explained earlier in the report. The second column shows the incremental
support based on believability of better police protection.
Vofe With Better Police Protection (Read Down)
Straight Vote Under Premise
Vote of Better Police Protection
Strongly for annexation
Somewhat for
12% 25%
13 18
.Somewhat against annexation
Strongly against
Undecided
13 15
52 32
9 10
(Results may not total to 100% due to rounding)
The promise of improved police protection produced an 18% increment in
support of annexation, but more important, reduced the "strong_ly against"
vote by 20 points.
The next theme tested the potential impact of property tax deferments on
annexation attitudes. Voters were asked how they would vote under the
premise that property taxes would not increase for five, seven and ten years.
PAGE 9
