This is the first of two public hearings on this matter. You will receive a <br /> second notice sometime in April or May announcing when the Board of County Commissioners will consider <br /> the recommendation of the RAC. <br /> HEARING TOPIC b Draft 02-06 Capital Improvement Program <br /> LOCATION ~ Lane County Public Works, Delta Complex <br /> 3040 N. Delta Highway <br /> Eugene OR 97408-1696 <br /> DATE b Wednesday, February 28, 2000 <br /> TIME b 7:00 PM <br /> The CIP is a five-year program used to plan expenditures for capital improvements to the transportation <br /> network. Projects included in the CIP are designed to improve the safety, utility, and efficiency of the <br /> existing road network, accommodate future growth in traffic volumes, reduce maintenance costs, conserve <br /> fuel, accommodate alternative transportation modes, and promote economic development. A copy of the <br /> Executive Summary that the RAC released. for public comment is attached for your review. Delta Highway <br /> Eugene OR 97408-1696 <br /> An item of interest in developing this years Capital Improvement Program is reflected in leaving the last year (FY <br /> 2005-2006) mostly blank. Recent federal legislation, specifically the Rural Schools and Community Self <br /> Determination Act of 2000, provides Lane County with continued funding from in-lieu of payments for federal <br /> timber receipts. This funding is greater than the levels anticipated under the previous timber receipt guarantee. <br /> Over the next six years, these funds should exceed the County operation, preservation and modernization <br /> expenses identified and programmed in the Road Fund FinPlan and Capital Improvement Program.
