The six-year funding levels and the general criteria and description of the types of <br />projects for each of these program areas are outlined in the Building and Park Facilities <br />Six-Year Funded Program section that follows this introduction. <br />2. Site and Facility Improvements -Projects in this category include modifications and/or <br />additions to existing facilities to meet operational, safety, and cost-efficiency goals and <br />to comply with the Americans with Disabilities Act (ADA). The primary goal of this <br />program is to address changing program functions and needs and/or to improve service <br />delivery. This program does not include acquisition or construction of new sites. <br />Projects include those that will help the City respond efficiently to changing service <br />delivery requirements. <br />This category is organized into two program areas: <br />• General Site and Facility Improvements; <br />• ADA Renovations. <br />3. New Capital Facilities -Projects in this category typically provide for either new and/or <br />replacement facilities or are projects that expand existing facilities/services and are of <br />such a scale to warrant classification as stand-alone projects. Large-scale facility <br />changes that are needed to provide for community growth are found in this category <br />of projects. <br />The allocations in the Preservation and Maintenance and the Site and Facility Improvements <br />categories will fund specific General .Fund projects based on City Council policies and <br />direction, the Facility Condition Reports, and immediate maintenance priorities and needs. <br />A number of projects in the New Capital Facilities category will be directly responsive to <br />Growth Management Policy 18 (parks and open space) and 19 (public safety). <br />Funded and Unfunded Programs <br />Given the extent of unmet Building and Park Facilities needs, projects are separated into two <br />distinct programs: the Six-Year Funded Program and an Unfunded Program. <br />The Six-Year Funded Program is comprised primarily of projects in Preservation and <br />Maintenance, and Site and Facility Improvements. Due to insufficient funds, primarily in the <br />General Fund, the Six-Year Funded Program for New Capital Facilities shows only projects <br />funded by Parks SDC's. The Parks. and Open Space Bond-approved by voters in <br />1998-provides funding for the following types of projects: <br />• Open space acquisition; <br />• Park acquisition and development, which is also partially funded through Systems <br />Development Charges; <br />• Amazon Pool rehabi I itation; <br />• Sport field construction and rehabilitation. <br />City of Eugene 2002-2007 Capital Improvement Program <br />Page 25 <br />
