r The CIP Development and Review Process <br /> Typically, development of the Capital Improvement Program is a six-month process, which <br /> begins in August of even-numbered years and ends the following April. Below is the schedule <br /> for the FY04-FY09 CIP Update. <br /> Date Meeting Description <br /> August 15, 2002 The public involvement process of the CIP was presented to the <br /> Citizen Involvement Committee for their comment and approval. <br /> November 1, 2002 The Draft CIP was published and distributed to locations throughout <br /> Eugene. It was also mailed to interested parties and published on the <br /> City's web page. <br /> ' November 19, 2002 A public Open House was held at the Campbell Senior Center from <br /> r 5:00 - 7:30 to provide an opportunity for community members to <br /> become more familiar with the Draft CIP and interact and provide <br /> feedback to City staff regarding specific projects. <br /> November 25, 2002 The Planning Commission held a work session to review the Draft <br /> CIP. <br /> r December 3, 2002 The Planning Commission conducted a public hearing in order to <br /> consider public testimony. <br /> - December 9, 2002 After considering public testimony and reviewing the Draft CIP, the <br /> Planning Commission will forward its comments to the Budget <br /> Committee and City Council. <br /> January 21, 2003 & The Budget Committee reviewed the Draft CIP with primary focus on <br /> February 3, 2003 the financial and budget issues. Their recommendations and <br /> comments were forwarded to City Council. <br /> February 10, 2003 The City Council will conduct a public hearing on the Draft CIP in <br /> order to consider public testimony. <br /> February 24, 2003 The City Council finalized and adopted the CIP. <br /> April 1, 2003 The Adopted FY04-FY09 CIP was published, distributed and posted <br /> r. <br /> - to the City's web site. <br /> Following adoption of the FY04 CIP by the City Council, the projects FY04 will become the <br /> basis for preparation of the FY04 Capital Budget. The Capital Budget is submitted to the <br /> t~ <br /> Budget Committee in the spring of each year and adopted by the City Council in June. <br /> ~ Projects in the second fiscal year of the CIP become the basis of the subsequent fiscal year's <br /> Capital Budget.
