Funding <br />The Six-Year Funded Program incorporates recommendations from the CSWMP. The first <br />two years de-emphasize new capital and capacity enhancement projects. Since the Master <br />Plan is being updated to reflect multi-objective standards, staff recommend that further <br />expansion occur only when essential to meet immediate demand pending completion of the <br />plan. The new capital facilities listed in the CIP for Fiscal Years 2000-2003 are likely to be <br />modified in scope as a result of the Master Plan update, with the current estimates only <br />reflecting capacity needs. The cost estimates will be updated along with the Master Plan and <br />the results reflected in future CIP documents. <br />In 1994, the funding for the stormwater program moved to an impervious surface rate <br />!!i methodology for stormwater user fees. The majority of funds for preservation and <br />maintenance projects will come -from stormwater user fees. Major upgrades and capacity <br />enhancements and new capital facilities will be funded primarily by systems development <br />charges and stormwater user fees. <br />A major new program that will be started in Fiscal Year 1998 is the establishment of a <br />financially self-supporting Wetlands Mitigation Bank. The City of Eugene, under an <br />interagency agreement with the Federal Bureau of Land Management, the Army Corps of <br />Engineers, and the Oregon Division of State Lands, will manage. the program to restore, <br />construct and maintain wetlands to replace those wetlands permitted to be developed in <br />accordance with the West Eugene Wetlands Plan.
