Stormwater <br />The City's stormwater systems and programs are continuing to be managed and developed to <br />reflect the goals of the 1993 Comprehensive Stormwater Management Plan (CSWMP) and the <br />City's National Pollutant Discharge Elimination (NPDES) permit. <br />The goals related to capital improvements include the following: <br />1) Meet the requirements of the Clean Water Act for non-point source pollution; <br />2) Protect the public from flood and drainage damages; <br />3) Implement the West Eugene Wetlands Plan and applicable recommendations from the <br />Natural Resource Special Study; <br />4) Maintain the quality and effectiveness of the stormwater system through an ongoing <br />operations and maintenance program. <br />Until recently, the stormwater capital improvement program was supported by the Storm <br />Sewer Master Plan adopted in 1990.- As a result of CSWMP and the National Pollutant <br />Discharge Elimination System (NPDES) stormwater quality permit, the City is revising the <br />Master Plan to assure conformance with the NPDES program mandates and to reflect current <br />conditions. <br />Project Categories <br />Stormwater projects are organized into four categories: <br />1. Preservation and Maintenance -These projects preserve the investment in existing <br />stormwater system faci I ities; <br />2. Upgrades & Capacity Enhancement - These projects include modification, <br />improvement, or expansion of existing facilities, or projects to enhance water quality; <br />3. Restoration -These projects are designed to meet the goals of the CSWMP which <br />relate to multiple objectives and to reestablish natural systems where appropriate; <br />4.
