This fund was created in Fiscal Year 1996. As part of the development permitting process,
the Army Corps of Engineers or the Division of State Lands may require developers to replace
wetlands that cannot be protected or otherwise mitigated on-site. The City constructs and
maintains the "mitigation" wetlands, under approval and review by the Bureau of Land
Management, the Oregon Department of Environmental Quality and the Division of State
Lands.
OTHER AGENCY FUNDING
Community Development Block Grant Fund (CDBG)
Source: Annual Federal CDBG grant.
Capital projects which serve a qualified low-income area or a target population, such as
seniors or persons with disabilities, are one of many activities eligible for Federal CDBG
funding. Eligible projects are determined by Neighborhood Needs Requests, current CIP
projects, a recent local Housing and Community Needs Survey, and public testimony at
hearings for plan adoption. _
The Draft CIP Fiscal Years 1998-2003 does not show any Community Development Block
Grant (CDBG) funding. In the past, CDBG-funded projects have been in the Building and Park
Facilities program, and typically included accessibility improvements to City facilities and park
improvements in low-income neighborhoods. In 1995, afive-year Consolidated Plan was
prepared for several local HUD-funded programs and was approved by the City Council. As
part of that plan, every year aOne-Year Action Plan for the use of CDBG funds is approved
by the City Council. The current allocation for use of CDBG funds in FY96-97 was approved
by the City Council in May 1996. Planning is underway for FY97-98 and will be presented
for City Council approval in April 1997. It is anticipated that future plans will allocate a
portion of the projected approximately $1.5 million annual CDBG Federal grant to capital
improvements.
Federal Aviation Administration Grants (FAA)
Source: Federal Aviation Administration grants.
Projects include capital improvements to the Eugene Airport terminal, runways, taxiways, and
other airport-related facilities.
