Since Fiscal Year 1990, the availability. of General Funds for capital projects <br />has not been adequate to fund on-going preservation and maintenance needs, much less <br />capital changes, additions or new facilities. <br />Municipal Airport Fund (Airport) <br />Source: Airport parking fees, terminal rents, fees from other operations, and Passenger <br />Facility Charges (PFCs). <br />Projects include capital improvements to the Eugene Airport terminal, runways, taxiways, and <br />other airport buildings and surrounding areas. <br />Parking Services Fund (Parking Fund) <br />Source: Parking fees, fines, and rent. <br />These funds are used for the upgrade and rehabilitation of the Hult Center (EPAC), Parcade, <br />and Overpark parking structures, downtown surface lot parking and on-street parking. These <br />facilities operate as self-supporting enterprise funds with established. reserves set aside for <br />major rehabilitation and maintenance. Project priorities for aten-year planning period are <br />based on a 1987 architectural study done for the three structures. Since Fiscal Year 1989, the <br />City has implemented the recommended improvements as outlined in the study. The balance <br />of the projects covered in the study are listed in this CIP. Other projects outside the <br />architectural study include improvements required by the Americans with Disabilities Act <br />(ADA), meter security and lock upgrade, and upgrading of energy-efficient lighting. <br />Road Capital Projects Fund (Road Fund) <br />Source: State of Oregon Highway Trust Fund; Lane County Road Fund. <br />The City's Road Capital Projects Fund is directly supported by the State of Oregon based on <br />a formula that allocates gasoline taxes and other road revenues to cities and counties. Road <br />funds are generally used for transportation-related purposes and are usually expended within <br />the public right-of-way or on projects that directly benefit the transportation system. Under <br />the Eugene/Lane County Road Partnership Agreement, Lane County distributes a portion of its <br />road fund resources to all cities in the county to assist in maintenance of local roads. This <br />agreement was terminated during Fiscal Year 1996 by Lane County, and a new funding <br />agreement is expected to be negotiated on a year-by-year basis. <br />Note: The parentheses indicate the name of column headings on funding tables. <br />City of Eugene .1998-2003 Capital Improvement Program <br />Appendix II -List of Funding Sources - <br />82 <br />
