Section G: FACILITIES MAINTBNANCB <br />^ STAFFING <br />As responsibilities for additional facilities has <br />grown, the maintenance staff has evolved from a <br />one-person operation to a crew of 10. <br />In 1984, the work section had one permanent <br />Utility III worker, and temporary summer help <br />filled in during peak work periods. Additional <br />positions were added as the responsibility for the <br />new facilities was turned over to the City. At the <br />end of 1985, the section had one Utility Worker <br />III, a Utility Worker II, five Utility Worker I's, and <br />a custodial worker. A year later, a facilities main- <br />tenancesupervisorwas hired to supervise a staff of <br />seven full-time employees. In 1987, the Utility <br />Worker II position was replaced with a parks spe- <br />cialist to care for the landscaping at the facilities. <br />An additional custodial position was added in <br />1988 to maintain the process and administration <br />buildings. In 1990, two Utility III equipment op- <br />Page 53 <br />erators transferredintoFacilitiesMaintenancefrom <br />the Residuals Management section. <br />Current staffing consists of a facilities mainte- <br />nance supervisor (who is supervised by the plant <br />manager), one Maintenance VI lead worker, two <br />Maintenance V equipment operators, two Main- <br />tenance II's,three Maintenance Is, and one custo- <br />dialworker. Inaddition, temporary summer help is <br />used to meet seasonal maintenance needs. <br />The staffworks afive-day, 40-hourworkweek. The <br />regular workday starts at 7:45 a.m. ends at 4:15 <br />p.m., Monday through Friday. However, all em- <br />ployeescan be called back after regular hours for <br />emergency maintenance. Flex schedules are used <br />as needed for work that cannot be done during <br />regular hours. <br />^ MAJOR PROJECTS/EVENTS/ACHIEVEMENTS <br />A good example of the type of emergency the <br />Facilities Maintenance Section must respond to <br />occurred in the summer of 1986 when a major leak <br />developed in the discharge line of the Judkins <br />Point pump station. The station, located next to <br />the Black Angus Inn, serves the area around the <br />Inn and the hillside above it. <br />The maintenance crew needed to fabricate and <br />weld a new connection in the discharge line. <br />Meanwhile, because at that time there was no by- <br />pass connection for pumping around the station, <br />all wastewaterhad lobe pumped into three, 5,500- <br />gallon sludge tankers. The crew hauled approxi- <br />mately451oads (247,500 gallons) sixblocks down <br />Franklin Boulevard to a 72-inch gravity sewer line. <br />After the new connection was completed, a por- <br />table pump had to be set up to pump around the <br />station to maintain the flow of wastewater enter- <br />ing the wet well. Public Works Maintenance used <br />its Gradall to excavate the broken discharge lines. <br />It took staff five days, working long hours, to <br />complete the necessary repairs. During the entire <br />time, the crew maintained 24-hour pumping ser- <br />vice, crane truck operation, and support services. <br />When the project was completed, they also back- <br />filled and replaced the torn-up turf. <br />Another major project occurred during 1988 and <br />1989 when Facilities Maintenance assisted the <br />Maintenance section in repairs to the Cannery <br />Waste force main. The main runs from the Agripac <br />Cannery to the Cannery Waste Management Fa- <br />cility about six miles away. During each repair, <br />Facilities Maintenance employees provided equip- <br />mentoperation, pumping, traffic control, and sup- <br />port services. <br />Staf f maintains the grouruLs at ali Wastewater Division facilities. <br />
