<br />^ FINANCIAL MANAGEMENT
<br />BUDGET
<br />The Wastewater Division maintains two separate
<br />budgets -one for the City of Eugene and one for
<br />the Metropolitan Wastewater Management Com-
<br />mission.
<br />Each October, the division develops a budget that
<br />is submitted to the Public Work's Administration
<br />Division for inclusion in the departmental budget.
<br />The divisionbudget includes information onposi-
<br />tions, object detail, and organizational charts. In
<br />March, a reformatted budget is prepared for the
<br />MWMC for the City's portion of the regional
<br />budget, which includes Wastewater's regional bud-
<br />get, as well as the regional budget from the Public
<br />Works Maintenance Division. This budget has a
<br />summaryofcostsforAdministrativeServices, Plant
<br />Operations, the Sludge Management Program, the
<br />Cannery Waste Management Facility, all Eugene
<br />and Springfield pump stations, and the industrial
<br />pretreatment programs, as well as information on
<br />all plantpositions. The cities of Eugene and Spring-
<br />field and Lane County ratify this budget in May,
<br />and the MWMC adopts it in June.
<br />BILLINGS
<br />The office support section is responsible for bill-
<br />ings to the MWMC, Agripac, City of Springfield,
<br />and area septic haulers. Billing procedures have
<br />changed very little over the years.
<br />MWMC is billed for the cost to operate and main-
<br />tain (O&M) the regional wastewater facilities.
<br />O&M costs do not include Agripac operation and
<br />maintenance costs; Agripac is billed separately.
<br />The City of Springfield is billed each quarter for
<br />the operation and maintenance of the Springfield
<br />pump stations.
<br />Septic haulers are billed monthly, based on the
<br />number of gallons they have dumped at the plant
<br />each month. Haulers use a receipt book to record
<br />the number of gallons dumped each month, and
<br />the billings are generated from this record. Annual
<br />costs per gallon are shown below:
