All assumptions <br />previously outlined in the Downtown Eugene Federal Courthouse Transportation Study (Chapter <br />3) were used for this analysisg. In addition, some of the primary assumptions that affect the <br />analysis have been briefly described here. <br />Future Roadway Network <br />The roadway network assumed for analysis differs slightly from the roadway improvements <br />found in the Downtown Eugene Federal Courthouse Transportation Study. The difference in the <br />roadway network from previous analysis is the extension of Patterson Street to the north and east <br />to pass under HWY. 99W and the UPRR alignment (as described earlier), and allowing two-way <br />access along the roadway.9 As described earlier, this extension of Patterson Street would pass <br />under HWY. 99W and the UPRR alignment through a grade separated facility. <br />Another difference in future roadway circulation is found between the 2007 and 2025 network. <br />The difference between the two networks is access across 8th Avenue at Mill Street. The 2007 <br />network does not contain full two-way access on 8th Avenue west of High Street, while the 2025 <br />network does implement two-way access along 8th Avenue (west of Mill Street).10 Figures 3 and <br />4 represent the assumed roadway network and intersection geometries. <br />Primary Access to the Site <br />Primary access to the proposed site would be gained through two full access locations. The first <br />is located to the northwest of the site and would connect to Mill Street just south of 4th Avenue. <br />This access point would have access to/from the Ferry Street Bridge. The second primary access <br />would be located to the southwest of the site via agrade-separated intersection (underpass) of the <br />extension of Patterson Street with HWY. 99W and the UPRR alignment.
