"A/A" refers to level of service of left turning traffic from major street and the average level
of service of traffic turning from the minor street onto the major street. "A" refers to highest average level of
service for all approaches at all-way stop controlled intersections.
V/C Highest calculated volume-to-capacity ratio for individual movements at intersection.
Note: Existing delay, level-of-service, and V/C ratios might be slightly different from Downtown Eugene
Circulation and Signal Coordination Transportation Stzrdy (August 2003) due to different count data and
different peak hour factors.
* 8`" Avenue/Hilyard Street intersection is subject to unpredictable delays from the adjacent UPRR at-grade
crossing.
** No minor street left turn.
During the peak hours, all signalized study intersections operate at LOS C or better. All
signalized intersections currently have V/C ratios lower than 0.91 (ranging between 0.41 and
0.91). There is one unsignalized intersection during the PM peak that operates under the
preferred minimum standard (LOS E) by the City of Eugene.6 This is the intersection of
Broadway/Patterson Street, which experiences LOS F on the minor movement (westbound left
turn from Broadway to Patterson Street).
5 Traffic counts were conducted on various weekdays during March through May of 2002 at study area
.' intersections.
6 Transplant the Eugene-Sprin~eld Transportation System Plan, Lane Council of Governments, Eugene, Oregon,
Dec. 2001, Chapter 2.
~` ~!
