L~l~ As,~~c~~e~ <br /> <br />Existing Conditions <br />" ' PROJECT DESCRIPTION AND STUDY AREA <br />', The study area for this analysis consists of the EWEB area located east of the Ferry Street Bridge <br />viaduct, north of the Union Pacific railroad track, west of the Willamette River, and south of 4cn <br />Avenue alignment. Based on input from the City of Eugene, the study area has eleven study area <br />intersections, four of which are signalized. Figure 1 shows the study area and location of study <br />area intersections. <br />The proposed project consists of relocating the existing Triad hospital (currently in the City of <br />Springfield) to the EWEB site as a 150-bed hospital (approximately 250,000 square feet) for the <br />planning horizon year 2007. Future expansion of the relocated facility is expected to be 250 total <br />beds (approximately 470,000 square feet) by the planning horizon year 2025. <br />EXISTING TRAFFIC CONDITIONS <br />Intersection turn movement counts were conducted by the City of Eugene during the morning <br />and evening peak (7:15-8:45 AM and 4:30-6:00 PM) periods4 to determine existing level of <br />service (LOS) and volume-to-capacity (V/C) ratio at study area intersections. Where data was <br />not available at study area intersections additional peak period counts were collected during the <br />months of March/April 2004. Figure 2 provides a summary of the existing AM and PM peak <br />traffic volumes and intersection geometry at study area intersections.
