Record of Decision Attachment C -Agency Comment and Responses <br />2.4-Inca Engineers has analyzed the evaluated _ <br />intersections in conformance the OHP and ODOT's <br />standard methods and determined that in the horizon <br />year of 2018 with the project built, the threshold <br />limits of v/c at or below .85 have been maintained. <br />It should be noted that the evaluated intersections fall <br />within the Lane County Council of Governments <br />(LCOG) Metropolitan Planning Organization (MPO) <br />boundaries and that LCOG has not completed its <br />update to their Transportation Plan to bring it in line <br />with the requirements in the OHP. In a conversation <br />with ODOTZ it was stated that the Transportation <br />Plan needs additional work in regards to mobility <br />issues. <br />2.5-Inca has forecasted the traffic volumes in the <br />year 2018 based on the growth rate given by LCOG <br />(1.23% per year). Inca used the ODOT software and <br />HCS to analyze the intersections in the year 2018 and <br />found that the v/c in all cases was either at or below <br />the threshold limit set by the OHP. <br />Inca Engineers has concluded that the proposed land <br />use does not constitute a major change from the <br />existing land use. Based on the ITE Trip Generation <br />Manual, a land use of General Light Industrial (110) <br />has an average number of employees is 451. The PM <br />peak hour trip generation rate is an average of .42 per <br />employee. The trip generation for the new federal <br />courthouse in Eugene-Springfield was based on a <br />survey of employees and visitors to the Seattle <br />federal courthouse. From this data it was determined <br />that the trip generation for the new Eugene- <br />Springfield courthouse would be .51 trips per <br />employee. While this generation rate is higher than <br />light industrial land use it should be also noted that <br />the proposed Eugene-Springfield courthouse would <br />only have an employee and visitor population of 381 <br />people. This is 701ess than the average light <br />-industrial population. General heavy industrial (120) <br />has an average population of 2,463 and a trip <br />generation rate of .68 during the PM peak hour. <br />Based on the above, Inca Engineers concludes that <br />industrial land in Eugene is appropriately classified <br />as a light industrial land use. When analyzed this <br />way, it appears that the proposed courthouse is a <br />similar land use to a typical light industrial land use, <br />and the land use density impact is consistent with <br />ODOT's OHP in reducing urban sprawl and <br />promoting concentrations of urban centers of growth. <br />2 Phone Conversation with Tom Boyett, ODOT Area <br />Planner 2/6/01, 12:45 pm ' <br />j' <br />
