Inca received <br />counts from 1995 permanent count stations from the <br />city of Eugene which gave the ADT volumes at <br />various times through out the year. The count <br />stations were located on Coburg Rd. north of 3rd and <br />on Franklin east of 11th. A comparison of the Coburg <br />counts summer term to fall term showed an increase <br />of 1.3%. The comparison of the Franklin counts for <br />the same time periods showed an increase of 4.0%. <br />Inca Engineers also reviewed the University of <br />Oregon's admission records and found there was an <br />increase of 332 student from the fall 1995 term to the <br />fa112000 term. This represented a 1.9% increase in <br />student population. To account for the growth in <br />traffic due to the college being in session Inca <br />adjusted the volumes on all movements of the <br />intersection by 5.9% (4.0% + 1.9%). <br />2.3-ODOT provided Inca Engineers with data on <br />the intersections in question: Pearl St & 6"' Ave, <br />Pearl ST & 7th Ave, Broadway & Ferry St Overpass <br />& Broadway & Patterson. Inca Engineers reviewed <br />. the Jan 1, 1997 crash data through Dec 31, 1999 <br />crash data from the City of Eugene. <br />At the intersections of Broadway & OR99 (Ferry St <br />Overpass), Broadway & Patterson and Broadway & <br />Hilyard, the three years of data indicated that there <br />were 35 crashes at these intersections. In the <br />information provided by the city there were no <br />i fatalities identified. <br />In addition, there has been construction on the OR99 <br />(Ferry St overpass) adjacent to the site within the last <br />three years to increase the safety <br />of the overpass and the <br />intersections adjacent to the <br />highway. Ferry Street <br />construction was concluding in <br />1999 when the analysis was <br />started. Safety in this area <br />should be improved following <br />the completion of this <br />construction over what our <br />fmdings indicate. <br />In regards to increasing <br />pedestrian flow across SR99 <br />(Ferry St Overpass) roadway, <br />Inca Engineers reviewed the <br />likelihood of pedestrians <br />crossing at the intersections with <br />Broadway, 8th, 7th, and 6th. It <br />was believed that due to the <br />concrete jersey barriers, at the <br />intersections with 7th and 8th, <br />separating the traffic flows, that <br />pedestrians would be unlikely to <br />cross at these intersections. Inca reviewed the <br />remaining two locations Broadway and 6th St. OR99 <br />(6th St) actually passes underneath the Ferry St <br />Overpass/ Coburg Rd. and has a sidewalk which <br />could be used by pedestrians. This was believed to <br />be the route of choice for pedestrians accessing <br />parking to the west of the Ferry St Overpass due to <br />the proximity to the existing federal courthouse <br />parking lot (located between 6th and 7th), and the 5th <br />Ave. business area. The street which pedestrians <br />would have to cross is 24' wide that would take an <br />average pedestrian approx. 6 seconds to cross <br />traveling at 4 mph. With the existing volume <br />(including college traffic) the average headway of <br />vehicles would be approximately 10 seconds. In the <br />year 2018 the average headway would be <br />approximately 7.4 seconds. This does not take into <br />account any platooning which would allow larger <br />gaps between vehicles for pedestrians to cross the <br />street. Reviewing the intersection of Broadway and <br />SR99 (Ferry St overpass) a pedestrian would only <br />have to cross two lanes of traffic at a time due to the <br />current layout of the intersection. There are . <br />pedestrian push buttons at each leg and island to <br />allow a pedestrian to safely cross the roadway <br />(OR99). We believe that due to the one-way nature <br />of the roadway network within downtown Eugene <br />adjacent to the preferred alternative any increase in <br />pedestrian activity would not have a significant <br />impact on traffic mobility or safety. This information. <br />does not support ODOT's contention that traffic <br />safety conditions "indicate that mitigation of the <br />siting decision is appropriate and should be provided <br />for both vehicle and pedestrian safety reasons." <br />
