Record of Decision Attachment C -Agency Comment and Responses <br />1.14-The demographic discussion for the Chiquita <br />site (as well as the Riverfront site) states that the <br />population around the site is older and has a lower <br />income than the city as a whole. This discussion is <br />intended to provide information as to whether there - <br />are low-income or minority communities in the <br />vicinity of the site alternatives and to indicate <br />whether environmental justice may be a concern. It <br />is unclear how this discussion was considered to be <br />used "as a plus in the discussion for renovation of the <br />area." <br />The 1995 Eugene Area Neighborhood Analysis puts " '' <br />the Chiquita (formerly Agripac) site within the <br />Campus Neighborhood Area. The Downtown <br />Neighborhood Area is located across the street from <br />the site and was included in the analysis because it is <br />appropriate to address impacts on residents on both <br />sides of Highway 99. Different government <br />documents often refer to the same site by different <br />names for different uses. <br />
