Record of Decision Attachment C -Agency Comment and Responses ; ~ '; <br />1.11-The Ninth District federal court is currently <br />located in the city of Eugene, Lane County, Oregon. <br />Therefore, operation of the proposed project would <br />not result in the introduction of new federal activities <br />or personnel into Lane County, Oregon. Regardless <br />of which alternative is selected (the Riverfront site <br />alternative, the Chiquita (formerly Agripac) site <br />altemative, or the no-action altemative), the number <br />of federal courts and federal workers would be the <br />same. Operation of the facility, as distinct from <br />construction of the facility, would not result in a <br />major infusion of resources to the economy of the <br />area. <br />The fmal EIS states on page 115 that selection of the <br />Riverfront site for the proposed courthouse. would <br />induce develppment in Springfield. The document <br />also states that the facility would not be a new <br />activity and would not increase the number of federal <br />workers in Lane County. <br />Although the Springfield comment letter defines the <br />social, economic, environmental, and cultural <br />communities as the Springfield city limits, a more <br />appropriate defmition of the community would be <br />Lane County. Given the close proximity of the two <br />cities, the economies of Springfield and Eugene are <br />closely interrelated, and any increase in employment <br />in Springfield would be offset by an equal reduction <br />in the number of workers in Eugene. <br />
