Chapter 2 <br />Urban Design Concept <br />The Courthouse District Concept Plan provides a <br />framework for the development of the area around <br />the new Federal Courthouse. Four main goals were <br />established at the beginning of the project to guide <br />the development of the urban design concept for this <br />district. <br />hiroject Goals <br />• Create a .special place around the new <br />..courthouse. <br />• Connect to he core of downtown. <br />• Contribute to the vitality of-the core of <br />downtown. j <br />• Connect downtown to the .river, in a <br />memorable and-accessible v~ray. ~'~~ <br />Existing Conditions <br />Currently, this area is characterized by isolated uses <br />and missing connections. The millrace goes under- <br />ground at the southern end of Ferry Street. Signifi- <br />cant local and through traffic <br />isolate this area from the rest of <br />downtown.
