In reviewing this Concept Plan, there are several <br />important questions to keep in mind: <br />What do we want to see ar experience in thus <br />area in SO years? <br />What do we need to put in place now to <br />allow that vision to come about? <br />What elements do we need to accomodate in <br />the future? <br />Planning Commission Review <br />Planning Commission held a series of discussions on <br />this Concept Plan between June 2001 and July 2001. <br />In January 2002, City Councilors Nancy Nathanson, <br />Scott Meisner and Bonny Bettman were appointed by <br />Mayor Torrey to join the Planning Commission, <br />creating the Downtown Plan Update Committee. This <br />Concept Plan is based on the recommendations from <br />that Committee. <br />Citizen Involvement <br />Involvement of members of the community has been <br />a fundamental part of this project. Three intensive <br />community workshops were held in August, Septem- <br />ber and November 2001 to develop and refine <br />emerging design concepts. Each workshop was three <br />hours long, and was attended by an average of 80. <br />citizens. <br />This project built upon previous city efforts, including <br />the downtown vision workshop on June 24, 2000, as <br />well as a day long design charrette sponsored by the <br />Southwest Oregon Chapter of the American Institute <br />of Architects in December 2000. <br />City staff and consultants coordinated closely with <br />representatives from EWEB, University of Oregon <br />Riverfront Research Park, and the Federal Courthouse <br />team, including the General Services Administration, <br />the U.
