This is <br />the community's best opportunity to <br />realize the vision for this area of down- <br />town... alandmark building and destina- <br />tion points... a great street lined with <br />civic uses... an active, vital public water- <br />front... adowntown once again con- <br />Courthouse District Concept Plan study area. <br />netted to the river. <br />Description of Area <br />The Courthouse District Concept Plan <br />focuses on an area generally encompass- <br />ing the sites surrounding the new Federal <br />Courthouse. This area includes the <br />remainder of the original Agripac Site, <br />(owned by Chiquita before purchase by <br />the City in 2001), surrounding blocks to <br />the south (Broadway Block) and west <br />(currently the site of International House <br />of Pancakes, and Oregon Central Credit <br />Union), north (5th Street Public Market <br />area) and the waterfront (EWEB yard <br />area). This area is intended to be inclu- <br />sive, rather than exclusive, to characterize <br />this new district, and to set out some <br />basic guidelines for its development. <br />I~urpose of the Concept Flan <br />The Concept Plan seeks to provide a guiding concept <br />for the character of the Courthouse District, including <br />planning principles and design parameters for future <br />development and public investment in this area. <br />Similar to the Downtown Vision, the Concept Plan is <br />intended to be both aspirational and pragmatic. The <br />Concept Plan suggests general strategies for accom- <br />modating more visionary elements, such as the <br />Millrace, and identifies key next steps to implement <br />in the near future, such as transportation. The <br />Concept Plan also provides the basis for developing <br />initial work and facilitating key decisions regarding <br />coordination with the new Federal Courthouse. <br />Page 2 <br />
