Each of these interrelated elements
reinforces the transformation of this industrial area
into a special district, and provides numerous con-
nections between this area, downtown, and the river
This Concept Plan does not represent a detailed
design for this district. It is a diagrammatic frame-
work to guide future development and public invest-
ment. Significant planning and design work, public
participation and policy recommendations will need
to continue for this area.
Page]
The three key elements of the
Urban Design Concept Plan.
