Water Resources
^ Frequently inspect filter fabric screens (or straw bales) at storm drain
inlets to ensure that they do not clog, causing silt-laden water to run down
to an adjacent, unprotected drain.
^ Regulazly inspect and clean catch basins neaz the work area to ensure that
they do not become filled with sediments or debris and that conveyance
restrictions do not occur.
^ Construct runoff collection and conveyance facilities to route sediment-
laden flows into a stormwater treatment system (such as a settling tank), to
reduce suspended solids transport offsite. If dewatering is required,
monitor the water quality of pumped discharges regularly to determine
whether dewatering flows require treatment prior to offsite discharge.
^ Regulazly inspect and clean sediment retention facilities to ensure that
they do not fill with sediment and become ineffective during high-flow
conditions.
^ Stabilize construction access roads and staging azeas with quarry spalls,
crushed gravel, or similar material, and wash vehicle tires prior to
departure from the site at all times. Route the tire washwater to other
runoff control facilities on the site to enable trapping of sediments.
^ Use ground covers such as mulch or hydroseeding.
• Cover material stockpiles when they are not in use.
^ Restrict construction activities to periods of low rainfall (May through
September) to minimize the potential for erosion and adverse water quality
impacts offsite, and to reduce the need for dewatering .
The following additional best management practices (BMPs) for control of pollution could be
considered for all sites:
^ Stock spill cleanup materials in designated areas to enable rapid response
to leaks and spills of fuel, oil, or other engine fluids. Equipment fueling
and washing should occur only in these designated azeas, and the areas
should drain to sediment retention facilities so that spill containment
capacity is provided.
^ Store containers for fuel, oil, solvents, paints, and other toxic fluids in a
covered, marked location.
Provide designated disposal facilities (sepazately) for waste oil, ordinary
gazbage, and contaminated materials. These locations should be clearly
signed so that construction personnel are encouraged to use them at all
times.
Final EIS 52 New Federal Courthouse
