Lena County, OR
Dear Mr. Lavine:
1 write in support of the City of Springfield as a very workable site for the location of a Clew falwal
counhatsc, My comments ue based on my personal, profeuional aaperience. For the past 20
yeas 1 have practiced, ah»oat excltlsivtly. Oregon land use taw, with a hwvy emphasis on projects
in the F.ugent,5pringl'tcld area. My work has fauxed on helping property owners gat the local land
use and related approwls they need ro develop rcsidaxal. wmntercial and indttstrial ants in the
rtginn. Prom that exporience, l would otTcr the Collowing points for your considcrntion:
14.1. I . The City of Springfield has conaiatently demonstrated a willingness to work with
developers to solve locational problems and get projects in the ground consistrnt with local,
sate and federal laws that apply. This dory not man banding the rules It rrteam wkillg the
initiative to eoordimte issuer resolution between the developer end the mariad of local, atoll
and federal Tegttlators whose jurisdiuions ue triggered by specific developnuttts.
14.2 7. The City of Springfield is aggrossive in wkirtg a regional parspettive in land and public
infrastructure devcloprnent, which should ba imponant in developing a federal courthouse
she, which will really be a regiotlal faiility. A recant atatllplc, from my own experience, is
Springfield's leadership in dcvckping a regional, open•ttceess, broadband
alocommunications nework. The 600•mile fiber optic luekbont of that network is now in
place, nod it atrctchea from Ponlmd south, through the Metro area, to Bandon and Klamath
Falls. Springfiald is u the hub of Chia system, and it has committed its own fiber•oplic
infrastructure to be a pnn of the network. In all likelihood, this network will be operational
Ocfore the coati facility is developed.
14.9 I I bclievr dhat Lrach of Ule quslitiex above can facitiwte the development prods for a new court
facility, which tranalotes inro potential aver saving and a faster developtnent schedule. I lmpe these
comments arc useful.
Si sly,
B
_-
New Federal Courthouse 197 Final.ElS
