Comments and Responses-Letter 13
13. Michael Koivula
13.1-Based on review of the
historic land uses on the
Riverfront site, the Phase I
environmental site assessment
does not conclude that the site had
been used as a landfill. The site
may have been used as an
unofficial dumping ground,
however. In the event that barrels,
old auto bodies, or other discarded
items are encountered during
construction, the contractor would
remove these items and dispose of
them in an environmentally
appropriate manner. This would
result in an improvement to the
environmental quality of the azea.
If the Riverfront site is selected
for the new federal courthouse,
construction would not take place
in Island Park, and the park would
not be disturbed. A Phase II
environmental site assessment
was conducted for the Riverfront
site alternative, and petroleum
.contamination was found at the
location of Norm's Auto Repair.
No other subsurface
contamination was encountered,
and there is no indication that the
site has hazardous contamination
that might affect Island Pazk.
The Phase I and II evaluations
found no indication that the site
had been used as a landfill and no
evidence of contamination
Lettsr 19
18.1
October 11,2000
Doer Mr. Meendraklt,
SUBJECT EiS SPRMIOFIELO RNERFRONT SITE FOR PROPOSED FEDERAL
COURTHOUSE
I am writap to expnaa my contxrn about the slang the proposed new Federal
Courthouse h the city of SpnrpfieW, partlradarty h the atoa called "the rtverfront eke". 1
rwd the Drefl EI5 Prepared by your company and saw no roferance M the batbna past
use as a landau. Any items
discovered during construction that are deemed to be
potentially hazardous would be disposed of at a
landfill authorized to accept hazardous materials,
which would result in an improvement to the
environmental quality of the azea. Runoff from the
construction site would be controlled by best
management practices, to prevent adverse impacts on
the Willamette River.
New Federal Courthouse 195 Final EIS
