Sahr <br />6.1-Comment acknowledged. <br />6.2-Although there are reports of <br />traffic congestion on the <br />Springfield bridge, congestion on <br />the bridge was not encountered <br />during the field investigations. The <br />traffic analysis did not fmd that the <br />proposed project would have any <br />significant adverse impact on <br />traffic conditions at or around the <br />Riverfront site. The traffic study <br />and the draft EIS indicate a <br />moderate shortage of parking <br />associated with development of the <br />Riverfront site. <br />6.3-While a new federal <br />courthouse at the Riverfront site <br />may attract demonstrations, the <br />federal government will continue <br />to use the existing courthouse, and <br />protesters may choose the existing <br />courthouse as their preferred venue <br />for demonstrations. Under either <br />alternative, demonstrations would <br />not cause a significant impact on <br />any element of the natural or <br />human environment. <br />6.4-Locating the courthouse on <br />the Riverfront site would <br />physically separate the federal <br />courts from the legal infrastructure <br />that has developed in Eugene. Some court employees may actually reside <br />closer to the Riverfront site than to the existing <br />courthouse.
