Public Services and Utilities <br />Potential Mitigation Measures <br />Development of either of the action alternatives would cause incidental displacement of some <br />public utilities. Relocation of these utilities as needed would mitigate any potential long-term <br />impacts. Precise locations of underground utilities should be identified in the field prior to site <br />clearing and excavation. Development under several of the alternatives could also result in <br />significant short-term impacts on utilities offsite. Efforts to minimize the extent and duration of <br />these impacts or to avoid the impacts altogether should be included in the construction plans. <br />Other mitigation measures that could be used to minimize impacts related to public services and <br />utilities for either of the action alternatives include the following: <br />' The contractor could work with emergency service providers to ensure <br />that adequate access is maintained in the vicinity of the project during <br />construction. <br />GSA could work with the Eugene or Springfield police department to <br />implement principles of crime prevention through environmental design <br />where feasible. <br />Utility tunneling could be used during construction instead of open-cut <br />installation, as well as pipe support systems, trench sheeting and shoring, <br />and temporary traffic bypasses, to minimize impacts on the street system <br />surrounding the selected site. <br />Other measures to prevent adverse impacts, such as designing utilities to conserve energy and <br />water, and installing pressure pumps for adequate water supply and pressure, could be <br />incorporated into the plan, as specified by GSA guidelines and other codes and regulations where <br />applicable. In addition, GSA would meet with the Eugene or Springfield fire and police <br />departments during design and construction to discuss their concerns and ensure that impacts are <br />minimized. <br />Significant Unavoidable Adverse Impacts <br />There would be no significant unavoidable adverse impact on public services or public utilities <br />resulting from construction or operation of the proposed courthouse. <br />New Federal Courthouse 149 Final EIS <br />
