Public Services and Utilities
Utilities
No significant long-term operational impacts on utility infrastructure or services would be
expected under Alternative 2. Utility providers have adequate capacity to supply the
requirements of the proposed facility. Local distribution service may, however, need to be
upgraded to adequately serve the courthouse facility. Given the likely needs of the new
courthouse, it is expected to require either an in-ground vault system or an in-building vault
room for electrical network transformers and bus work.
Construction at the Chiquita site would likely require. relocation of the overhead and
underground distribution lines that currently serve the properties in the project area. No other
disruptions to the electrical system aze expected to result from facility construction or operation
under this alternative. Selection of this alternative would not result in a significant impact on the
electrical system in the project azea.
A single natural gas line that serves the Chiquita site may be relocated during construction if this
alternative is selected for development. This line serves only the site itself and would not cause
disruption of service outside the property. Selection of this alternative would not result in a
significant impact on the natural gas distribution system in the project azea.
Several water supply lines that serve the Chiquita site would be relocated or abandoned as
necessary during construction under this alternative. Most of these lines serve only the site itself
and would not cause disruption of service outside the property. One of the lines that would
likely be disturbed does serve a single building on the EWEB property to the north. Disturbance
of this line may interrupt water supply to this building. In addition, the sanitary sewer line that
currently serves the Chiquita site may be disturbed during construction but would not interrupt
service to any other areas. Finally, two steam lines that currently serve the site may be disturbed
during construction but would not result in disturbance of service to other properties. Selection
of this alternative could result in minor impacts on water supply in the area but would not result
in significant impacts on the water supply, sanitary sewer, or steam supply systems in the project
vicinity.
Development on the Chiquita site would not result in significant disturbance of existing
stormwater conveyance systems. In addition, because most of the existing site has impervious
surfaces, no significant increase in stormwater conveyance system requirements is anticipated.
AT&T owns and operates several aerial lines in the Chiquita site vicinity, but none of these is
expected to be disturbed by construction of this alternative. Any disturbance to telephone or
cable systems should occur within the site boundaries and therefore would not be significant.
Development of the Chiquita site would not result in any significant impact on cable
transmission lines.
No-Action Alternative
Under the no-action alternative, there would be no change to existing public services or utilities.
Final EIS 148 New Federal Courthouse
i
