Public Services and Utilities <br />The Eugene Fire and Emergency Medical Services Department has recently developed a <br />nonemergency transport system (NETS) to provide ambulance service to patients who do not <br />require the use of specialized medical equipment or treatment by paramedics but require <br />ambulance transportation and attendance by a trained crew. The nonemergency transport system <br />serves the project study area. <br />Local Law Enforcement Services <br />City of Sprin~eld (Alternative 1) <br />Alternative 1 (the Riverfront site) is served by the Springfield Police Department, with 60 sworn <br />officers serving approximately 52,000 residents of the Springfield area. The Springfield Police <br />Department employs an additiona131 administrative and support personnel. The police <br />department allocates available patrol officers based on calls for service and knowledge of the <br />needs of various areas. <br />The average response time to high-priority emergency patrol-dispatched calls in the vicinity of <br />the Riverfront site is under 5 minutes (Harrison 2000 personal communication). The Springfield <br />police headquarters building (located at 344 A Street) is located within approximately four <br />blocks of the Riverfront site. <br />City of Eugene (Alternative 2) <br />The Chiquita (Agripac) site in Eugene and the existing federal building/courthouse are served by <br />the Eugene Police Department. There are 185 sworn officers serving the 133,460 people who <br />live in the 100-square-mile city area. The department employs an additional 125 administrative <br />and support personnel. The police department allocates available patrol officers to sectors and <br />watches based on calls for service and population density, as well as to provide coverage to <br />geographic areas (Power 1999 personal communication). <br />The Eugene downtown area, which includes the existing federal building/courthouse and the <br />Alternative 2 courthouse site, is in beat 11 of the east sector. Beat 11 covers the roughly one- <br />square-mile area from Lawrence Street in the west to the Willamette River, and from West 4`~' <br />Street in the north to East 13`t' Avenue in the south. Patrol units are field units primarily <br />responsible for answering 911 emergency calls for police assistance. Patrol units are dispatched <br />to more than two-thirds of a11911 emergency calls; the remainder of calls are for fire or <br />emergency medical assistance. <br />The average response time in Eugene to high-priority emergency patrol-dispatched calls during <br />1996 was 4 minutes. The average response time in Eugene for lower-priority emergency patrol- <br />dispatched calls was 5 to 5'/2 minutes (Power 1999 personal communication). <br />Police coverage within the project study area includes patrol officers in automobiles, the <br />downtown foot patrol program, the rapid deployment unit, and the bicycle patrol.
