Public Services and Utilities <br />City of Eugene (AlteYnative 2) <br />The Chiquita (Agripac) site in Eugene is located within the service territory for the Eugene Fire <br />and Emergency Medical Services Department. The department responds to emergency calls that <br />require immediate firefighting and medical assistance, with 200 personnel organized into two <br />divisions: Field Operations and Technical Services. The Field Operations Division manages the <br />work of the Line Operations section, which supervises the day-to-day work of emergency crews, <br />made up of 27 captains, nine lieutenants, 40 engineers, and 64 firefighters. These personnel <br />currently staff nine engines, two ladder trucks, four paramedic ambulances, and one airport crash <br />vehicle from 11 stations located throughout Eugene. ,The Field Operations Division is divided <br />into two districts. The Line Operations Division also includes a special operations section that <br />administers an 18-member hazardous materials response team, a 23-member water rescue team, <br />and a 12-member technical rescue team. <br />The Technical Services Division consists of five work sections: <br />^ The emergency medical services section is responsible for program <br />management of issues involving emergency medical services. <br />^ The logistics section performs equipment maintenance and repair, and <br />provides logistic support for incident response. <br />^ The planning section performs strategic, tactical, and planning services. <br />^ The fire prevention section provides public education and outreach, as <br />well as plan review and code enforcement. <br />^ The training section provides a 12-week recruit academy, in-service <br />training, and continuing education for emergency medical technicians. <br />The downtown station (station # 1) is located at 777 Pearl Street in Eugene, within roughly four <br />blocks of all three alternative sites, and provides primary response to fires or medical <br />emergencies within the project study area. The University station (station #3) and the Whiteaker <br />station (station #2) provide primary backup to station #l. The University station is located at <br />1695 Agate, less than 11/2 miles from the alternative sites, and the Whiteaker station is located at <br />1045 West 1St, approximately 1 %2 miles from the study area. <br />The current average fire response time in Eugene is within 4 minutes, and ambulance response <br />time averages roughly 8 minutes (Shuler 1999 personal communication). One major reason for the <br />difference in response times for fire and emergency medical services is that the Eugene Fire and <br />Emergency Medical Services Department provides fire protection within the city limits <br />(approximately 100 square miles), and provides emergency medical services to the urbanized <br />portions of Lane County (approximately 2,500 square miles). Another reason for the difference is <br />that ambulances are not deployed at every fire station. Response times to the alternative sites <br />would be well within the average for the city due to their close proximity to the downtown station. <br />Final EIS 140 New Federal Courthouse <br />
