Land Use <br />Stn Avenue that is directly south of the Chiquita site and is used mostly for parking cars being <br />serviced at the body shop. <br />Figure 5 shows land uses on the Chiquita site as of June 30, 2000, consisting of the following: <br />^ East 8th Avenue: <br />^ Chiquita Processed Foods plant office building <br />^ Chiquita Processed Foods processing buildings and warehouses <br />^ Parking lot (approximately 20 spaces) <br />• Along Southern Pacific Railroad: <br />^ Chiquita Processed Foods warehouses <br />^ Parking lot (approximately 20 spaces) <br />• Highway 99: <br />^ AutoCraft auto body shop <br />^ Parking lot (fenced). <br />Alternative 2, Option B <br />The smaller Alternative 2, option B site has the- same boundaries as the larger Alternative 2, <br />option A site, except that the northern boundary is located 360 feet north of East 8t" Avenue, <br />south of the railroad tracks. The site covers 108,900 square feet (2.5 acres) and has the same <br />zoning as Alternative 2, option A. The land use on the site is the same as Alternative 2, option <br />A, except that a portion of the Chiquita (formerly Agripac) site would not be used for the <br />proposed project. Under this option, the unused space would remain in the possession of the city <br />of Eugene. The city is currently in the process of purchasing the entire Chiquita .site from the <br />Chiquita Corporation. The property not used by the GSA would be redeveloped by the city of <br />Eugene or its agent, and could be used for either public or private activities. <br />Significant Adverse Impacts <br />Development of the proposed courthouse would be permitted by current zoning regulations on <br />the Springfield site (Alternative 1). The current Springfield Renaissance Development <br />Corporation conceptual plan recommends that the Riverfront site be rezoned to a mixed-use <br />designation. The courthouse would also be allowed in a mixed-use zone (Tamulonis personal <br />communication 2000). <br />Development of the courthouse as a public and semi-public facility or as an office use would be <br />permitted in the zoning classification listed above for the Eugene alternative site. Eugene's <br />current "greater downtown visioning process" is likely to recommend that the Chiquita (formerly <br />Agripac), EWEB, and Broadway sites be rezoned to a mixed-use designation, and a previous <br />Final ElS 126 New Federal Courthouse <br />
