Land Use <br />Locating a signature building or civic center between Mill Street and <br />Island Park, to serve as a focal point for the area <br />Vacating West A Street west of Mill Street, and establishing a pedestrian <br />area between Main Street, Mill Street, and West A Street <br />• Creating landscaped open spaces and small urban pedestrian parks <br />throughout the area, including linkages to Island Park and the Willamette <br />River. <br />Eugene <br />The Chiquita (formerly Agripac) site is located within an area east of Eugene's downtown core, <br />referred to as the Central/University subarea in the Eugene Commercial Lands Study. This study <br />states that several factors may trigger an increase in redevelopment activity in this subarea, <br />including potential relocation or expansion of the Chiquita food processing operation, and the <br />possible creation of a special development district for the area surrounding the millrace within <br />the West University neighborhood. <br />Development in the area of the alternative site in Eugene is guided and regulated by the land use <br />code and the downtown plan. The city "visioning" committee is currently working on plans to <br />redevelop the area, and the Chiquita site has been designated as an urban renewal district. The <br />overall focus of this redevelopment effort is to extend the downtown area toward the river while <br />encouraging more residential use on the west side of downtown. Design elements currently <br />under consideration for this area of Eugene include: <br />• Developing a portion of the Central/LJniversity district as a mixed-use area <br />with four- to five-story buildings <br />Establishing an urban area along the river and a promenade, to be <br />anchored at the northwest end by the EWEB building and at the south end <br />by a plaza near 8th Avenue and Alder Street <br />^ Establishing a movement loop into and through the area that includes 5th <br />Avenue, the promenade, and 8th Avenue <br />• Opening some or all of the historic millrace between East Broadway <br />Avenue and the Willamette River, and making it accessible to pedestrians <br />and bicyclists <br />• Opening up view corridors focusing on the river throughout the area. <br />Final EIS 122 New Federal Courthouse <br />I <br />
