Land Use <br />The Riverfront site borders Island. Park, a Springfield city park located adjacent to the <br />Willamette River. No portion of the alternative sites is located on lands currently occupied by <br />designated parks. <br />Parking Use <br />Surface-level, off-street parking is a major land use in both the study areas. The Chiquita site <br />has limited surface parking areas, although the AutoCraft property has customer parking. The <br />business park on the Riverfront site also consists largely of surface parking. <br />Residential Use <br />A small number of single-family and multifamily residential units are present within the study <br />areas. The Riverfront site is bordered by a few single-family and multifamily dwellings to the <br />north and east. There is also a group of four small apartment buildings located southeast of the <br />Chiquita site south of East 8`" Avenue. <br />Zoning <br />Zoning classifications found within the study areas include light to heavy industrial, campus <br />industrial, general commercial, community commercial, public land, and special development <br />(Figures 16 and 17). The Eugene site has one land-use zone, as does the Springfield site. <br />Conceptual Development Plans <br />Sprin~eld <br />The city of Springfield in cooperation with the Springfield Renaissance Development <br />Corporation has completed a conceptual plan to redevelop the area within and surrounding the <br />Riverfront site (Alternative 1). The development corporation is a nonprofit group of public and <br />private community leaders acting as civic entrepreneurs. The overall focus of the conceptual <br />redevelopment plan is to extend the downtown retail area toward Island Park and to encourage a <br />variety of compatible uses in the area, including the following: <br />• Ground level retail and commercial spaces <br />^ Residential units <br />• Office and professional buildings <br />• Cafes and specialty restaurants <br />^ Urban open space and recreational areas. <br />Design elements of the downtown riverfront conceptual plan are listed below: <br />^ Developing the area surrounding the Riverfront site as amixed-use area <br />emphasizing two- to three-story buildings, with residential units located <br />above commercial/retail and office space <br />New Federal Courthouse 121 Final EIS <br />
