CURRENT COST ANALYSIS <br />`. <br />Based on historic and current construction costs as tracked by the Engineering Division, each <br />functional class has an estimated unit cost for overlay and re-construction treatments. For Local <br />streets (FC-5) an additional treatment option was considered; slurry seals. The slurry seal option <br />allows for a cost effective treatment for local street segments which do not carry high traffic loads. <br />Cost estimates for an overlay treatment include excavating localized structure failures and <br />replacing with Class"B" asphalt concrete. A 6 foot width along each curb is roto-milled to a <br />depth of 2 inches at the curb line. Cracks are sealed. A paving fabric may be placed over the <br />travel lanes. The surface is then overlayed with 2 inches of Class "C" asphalt concrete <br />pavement. <br />Cost estimates for reconstruct treatments include excavating a street to the original design <br />grade and over excavation of unsuitable material where appropriate. The overall excavated <br />area is replaced with a new rock subgrade based on the design structure. Class "B" asphalt <br />concrete pavement is used as the initial course of pavement. Class "C" asphalt concrete <br />pavement is used for the wearing course. <br />Cost estimates for Slurry Seals are based on the following approach. The streets are cleaned. <br />Vegetation is removed from existing cracks and along the gutter bar. The cracks sealed. A <br />slurry seal is then placed at atypical depth of a 1/4 inch. <br />Treatment -Functional Class Cost er 12,0 Lane Mile <br />Overlay - FG1 & 2 $134,700 <br />Overlay - FC-3 & 4 $128,400 <br />Overlay - FC-5 $60,000 <br />Re-Const FC-1 & Z $516,300 <br />Re-Const FC-3 & 4 $336,100 <br />Re-Const FC-5 $228,100 <br />Slurry Seal FC-5 $10,600 <br />The estimated cost (see table above) for the identified treatment of each Functional Class is applied <br />to the calculated area of each street segment from which the following graphs have been produced. <br />Note: Slurry seals are only considered for FC-5 classifications. This is a snap shot view ofthe 2001 <br />costs for the improved system. These costs Do Not include any treatment for other transportation <br />system elements such as; curbs, gutters, sidewalks, traffic control, and street lights. <br />Page 5 <br />
