BOARD OF COMMISSIONERS 1/3/01 ain <br />5. COUNTY ADMINISTRATION <br />a. Announcements <br />Van Vactor noted that Dwyer brought to his attention reasonable <br />airline fares to the East Coast. Van Vactor noted the issue coming <br />up for the County was the United Front in March. He said that <br />Tony Seese-Bieda would see how many commissioners would be <br />attending and then work out the airfare situation. <br />6. PUBLIC WORKS <br />a. REPORT/City/County Road Fund Distribution Update. <br />Snowden passed out material. (Copy in file). He proposed to the <br />Board a way to spend some of the additional Rural Schools and <br />Community Self-Determination Act Title 1 money that will come to <br />the County. <br />Snowden suggested spending money through a capital partnership <br />that would be different from acity/county road partnership. He <br />suggested developing a project list through the capital improvement <br />process in the spring, of road improvement projects that would be <br />constructed by the county that may or may not be on the county <br />road system. He said it would provide funding for important <br />projects that might otherwise not receive funding. He added it was <br />a way of identifying priorities in Lane County and funding them. <br />He said it would provide visibility for Lane County government and <br />accountability of the funds. He noted it might have a positive <br />response in Salein. <br />Snowden noted that the legislation is 75% road fund; 25% schools, <br />but that formula could be changed to pool the road fund money into <br />a common statewide road fund and distributed on a formula basis to <br />the counties. He suggested afive-year horizon so if this matter <br />would not be renewed, there would be a cushion that the county <br />could make adjustments with. He added another decision would be <br />setting aside 20% or 15% of the money. He thought the Board <br />would set aside 20% for Title 2 and Title 3 projects. <br />Dwyer supported this. He added they need the Roads Advisory <br />Committee to come up with criteria. <br />Snowden noted that number eight was left in as it was in the <br />adopted CIP, even though the cities were put on notice that it might <br />end. <br />Weeldreyer wanted access roads as a subject in conjunction with <br />this process. <br />Snowden responded there are decisions that would need to be made <br />Page 2 of 9 <br />http://www.co.lane.or.us/BCC_Info/Meeting_Info/2001%20Minutes/January/01-1-3am.htin 3/2/01 <br />
