Letter to Lane County Roads Advisory Committee
February 28, 2001
Page 2
All the citizens of Lane County will benefit from a strong, continued partnership between the County
and its cities. The amount for the partnership currently budgeted in Lane County's `02/'06 CIP is
$2.5 million per year. Several months ago, the mayors of the other cities in Lane County joined me
in expressing our shared concern that serious road fund shortfalls are jeopardizing our ability to
operate, maintain and preserve the urban road network on which all county residents depend. Our
request is that the annual allocation for the County/City Road Partnership Agreement be
restored to the 1996 level of $5 million per year, using additional federal payments to the Lane
County Road Fund to provide the additional resources required to meet this commitment.
I realize that the Roads Advisory Committee currently is developing criteria for the allocation of the
additional Road Fund payments to be received through the Rural Schools and Community Self-
Determination Act (RS&CSDA) of 2000. We at the City of Eugene look forward to meeting with
you and members of the County staff in the near future to discuss those criteria and how the
additional funding might best be used to meet the needs of the citizens of Lane County. It is our
understanding the Lane County will provide additional opportunities to testify on the `02/'06 CIP
when it has been amended to include the RS&CSDA funds and projects proposed to be constructed
with those funds.
If you have any questions about our interest in the-Lane County `02/'06 CIP or the criteria related to
the RS&CSDA funding, please do not hesitate to contact me or City of Eugene staff.
Sincerely, /
James D. To y, Mayor
cc: Lane County Board of Commissioners
encl: Copy of January 241etter from Lane County mayors to Lane County Board of Commissioners
Copy of spreadsheet showing Eugene's Road Fund Expenditures on Regional Road Network
