Comments on Funding Levels <br />~ Generally, LCRAC members supported continuing the current ($2.5 million) funding level for the County/City partnership. <br />The CIP. which the LCRAC approved last night includes that level of funding for the next six years. <br />• Bill Dwyer -- "Continue the agreement but make it a lot more stringent." (Later, Bill suggested to me that he might <br />be willing to support upping the partnership to $4 million a year; a big turnaround from what he's said on the <br />record. ) <br />Anna -- "We need to see the dollars on the ground. Pay when the engineering is done and it's time for paving." <br />i <br />The Process/Next Steas <br />• The LCRAC will meet on Thursday, February 15, at 5:45 p.m. to continue discussion criteria for the capital project <br />partnership and again on Wednesday, February 28 at 5:45 p.m. Staff from Eugene and Springfield will continue to <br />' monitor and report on the criteria process. We may want to consider providing information that relates <br />preservation work to safety and/or capacity goals. We (Eugene) also may want to consider providing information <br />that shows that at least $1.2 million of our road fund expenditures in FYOO went-into "dollars on the ground" <br />' projects on the urban road network (the accountability issue). <br />• The LCRAC will hold a hearing on the proposed CIP on February 28 at 7 p.m. The CIP that will be the subject of <br />the hearing will not contain any of the anticipated additional funding, nor will any projects to be paid for with the <br />additional funds be included. The intent is to process the existing CIP as is and amend it later when the funding <br />amount. is more certain and specific projects have been selected, based on whatever criteria the LCRAC <br />recommends and Board of Commissioners approves.
