things were tied to the money given to Eugene and they can't account for the money. This came <br />out in going through the assessment policy discussions. There needs to be a tracking system set <br />u p. <br />Stapleton suggested the Committee hold two meetings next month. <br />Commissioner Morrison commented that she understands the city concerns and everyone knows <br />the plan. However, if the city had been spending money prudently, they would have had the <br />money for their maintenance system. Regarding local access roads in dealing with county road <br />system and growth that will be taking place, there will be issues on growth. Looking at local <br />access roads for future potential growth, may need to look at local access roads. It seems <br />strange that we pave roads and have to cross roads that are not County roads to get to County <br />roads. <br />Commissioner Dwyer stated he feels local access roads are not County responsibility: There is a <br />limited amount of money and need to develop criteria and get the best bang for the buck. <br />Poage stated that local access road is not the question; the issue is that the road is substandard. <br />Committee decided on the following meetings in February: <br />February 15 at 5:30 p.m. to develop criteria for the new Rural Schools & Community Self <br />Determination Act of 2000 money. <br />February 28 - 5:30 p.m. regular meeting; 7:00 p.m. CIP public hearing. <br />Russell asked members to contact himself or Snowden if they need any additional resource <br />information or data for developing criteria. <br />VIII. LINGO LANE UPDATE <br />Russell stated that staff will be meeting with the Nixon farm. property owners. <br />[Dwyer excused.] <br />Russell reported that staff met with ODOT to discuss the project and they are trying to find money <br />for a turn lane. ODOT prefers to combine the Lingo and Ayres Road intersections. <br />Snowden indicated that the County will need to get ODOT approval to get a permit to work within <br />their right-of-way. Snowden distributed a letter from Bob Pirrie, ODOT, dated December 21, <br />2000. <br />Chamard asked if ODOT will be putting money into the project. Snowden indicated that are trying <br />to find some money but they don't have any money yet. <br />Poage commented that he feels the planning issues will be a nightmare anal a difficult battle. <br />Commissioner Morrison asked if staff has had conversations with the Nixon's. Russell replied <br />that staff has talked with them on the phone but they are noncommittal at this point; they want to <br />see the drawings first. We have talked to Land Management staff regarding planning actions and <br />will see how it will impact the Nixon's farming operation.
