suggested another criteria based on a meeting he just attended with the Springfield City <br />Council where the County might look for a resolution if a project is going to be within the city <br />limits or city planning jurisdiction. You look for a resolution from the appropriate city council <br />exhibiting unanimous endorsement of the project which might prevent the County from <br />getting involved in a project that perhaps is divisive or controversial within that city. <br />3. Howard Bonnett, 1835 E. 28t'' Ave., Eugene - As a member of the City of Eugene Budget <br />Committee, citizens asked by city council to investigate the status of city's road fund and try <br />to make some funding recommendations. We have learned that there's an excess of $50 <br />million backlog of capital needs for the city, about 70% of that is represented by arterial <br />needs which are roads that both citizens of Eugene and people in the County use to get <br />around both from the County into the city and around the city. That's an enormous amount <br />of funding to come up with while at the same time maintaining the existing system and that <br />is what we're trying to figure out how to do. One way would certainly be if we .could get back <br />to the level of county contribution to the road fund that was present in 1996. He's hopeful <br />that in some fashion that the number that is in FY 01 can be increased beyond what it is to <br />some level closer that we enjoyed in 1996. I want to talk about the interface between the <br />County and the city. The City has a large number of restaurants and schools and the Hult <br />Center, they maintain Library, Airport, that draw people within Lane County into the city. <br />When they do that they use the arterials and it puts extra wear on the arterials. The fact that <br />the city is putting a lot of general funds into either the capital or maintenance or both for <br />these facilities; the city is contributing to the welfare and the culture and the transportation <br />needs and the recreation of the citizens who live outside the city limits. He asked the Roads <br />Advisory Committee to meet with their Budget Committee-and staff to discuss the road <br />system and needs. <br />Commissioner Dwyer asked if people living outside the city limits can use the library for free. <br />Mr. Bonnett stated that there's a card that covers the cost of operation of the library but not <br />the capital costs. He didn't know what the fee is for this card. <br />4. Eleanor Mulder, 2775 Emerald, Eugene - She's a member of the Eugene Budget <br />Committee. She indicated it's important to people in other cities for roads in Eugene to get <br />where they want. Particularly, with Eugene being the heaviest employment center and also <br />has a considerable amount of shopping. There are cultural things offered and the University <br />where people come in to attend classes or ride the bus in, they are dependent on the quality <br />of Eugene roads. Many roads are part of the regional road system that the city has either <br />taken over or is operating and maintaining. I'm not talking about new ones, just keeping <br />them up, i.e. 11tH 13tH 18th Amazon Parkway ,Willamette Street, Lorane Highway, <br />Chambers Street, Coburg Road, Centennial, Patterson, Hilyard, Fox Hollow. The County <br />and other citizens have a vested interest in not letting the roads in Eugene go to heck that <br />they are dependent on to get places in Eugene. She suggested fairness as many people <br />live in Eugene and Springfield, who are also part of the County, and feels it only fair that a <br />heavier part of the public funding should go to maintaining these roads. The number of <br />roads I mentioned are not being maintained by the amount of money that is budgeted or has <br />come in the last few years. <br />Commissioner Dwyer asked how much per $1,000 does Eugene levy in property taxes. I <br />know it's at least four times what we in the County get. No one was able to answer his <br />question. <br />Ms. Mulder stated that the City does not spend general fund dollars for roads. Assessments <br />against properties and SDCs to build new roads in certain areas are applied. The City is <br />dependent on gas tax and the County road funds to maintain their road system. <br />Mr. Bonnett indicated that most of it goes to maintaining the police and fire. 60% of the <br />general fund budget goes for those expenses.
