MINUTES <br />ROADS ADVISORY COMMITTEE <br />February 15, 2001 <br />6:00 p.m. <br />MEMBERS PRESENT: Sky Chamard, Ken Engelman, Tom Poage, Jack Radabaugh, Rex Redmon, <br />Leo Stapleton, Mary Wirtz <br />B/CC PRESENT: Bill Dwyer <br />STAFF PRESENT: John Goodson, Ollie Snowden, Mike Russell, Doug Putschler, Tom Stinchfield, <br />Craig Starr, Tanya Heaton, Vonnie Rainwater <br />Stapleton called the meeting to order at 6:00.p.m. <br />I. PUBLIC COMMENT <br />Stapleton stated that 20 minutes would be allocated for anyone wishing to speak under public <br />comment; since four people signed up to speak, 5 minutes for each speaker. <br />1. Eric Jones, City of Eugene - Distributed a summary of the City of Eugene road fund <br />expenditures on regional road network for FY 97-FY 00. He indicated that the City has 95.6 <br />miles of roads that have been transferred to the City; however, under agreements with other <br />agencies it brings it to 82.5 miles of roads under this regional network or transferred roads <br />that the City operates and maintains. The chart you see has two categories -one is a list of <br />capital projects and the other one is that it costs the City of Eugene considerable money to <br />operate and maintain that 82.5 miles of regional roads and transferred road network, <br />approximately $1.25 million per year. This analysis is intended to address some concerns <br />as to where has the money gone for the City of Eugene. It is probably underestimated <br />because the cost doesn't include every signal, every detection loop that was on our regional <br />roads. I have seen estimates as high as $20,000/mile to operate and maintain arterial <br />collector street. I used $15,000 as a number I felt more comfortable with. He distributed a <br />summary of how capital projects are charged among the cities of Eugene and Springfield, <br />and Lane County; kind of an accounting difference. He distributed a couple of maps, getting <br />into the area of complexity. He suggested a large group or subgroup of the Roads Advisory <br />Committee meet to discuss details of the maintenance operation and capital projects on <br />Eugene's portion of the regional road system. <br />Stapleton stated that the Roads Advisory Committee will develop the criteria and then will <br />meet to discuss it with all the cities. <br />Dwyer stated that he's responding to the letters that we sent to the cities asking them to <br />show us how they used our money. <br />Stapleton responded that he made a statement that we could get together at a later time and <br />I was just clarifying that. <br />Goodson stated that the Board of Commissioners directed the Roads Advisory Committee to <br />develop the criteria and come up with some draft criteria to meet with the cities, and then <br />make a recommendation to the Board. <br />2. Dan Brown, Springfield Public Works Director - He indicated that they are looking forward to <br />-- meeting with staff to discuss the criteria. He referred to a joint letter dated February 13 from <br />i ~ himself and Les Lyle commenting on the criteria that has been considered so far.
