Airport <br />Capital projects for the Eugene Airport are outlined in and structured by the Eugene Airport <br />Master Plan Update and the five year Federal Aviation Administration (FAA) Capital <br />Improvement Plan. These documents provide for the planned development of the Airport <br />property and facilities to accommodate future aviation demand while remaining compatible with <br />the environment and community development. Project priorities are determined through a <br />process based on the adopted Master Plan Update and FAA approval. Direction, policy guidance <br />and citizen input is provided by the Airport Advisory Committee (AAC) made up of five <br />representatives from special interest groups, one neighborhood representative, one, citizen from <br />the voter pool, and two representatives from Lane County. <br />Project Categories <br />Airport projects are described in one of three ways: <br />1. Site and Facility Improvements -Projects in this category include modifications and/or <br />additions to existing facilities to meet operational, safety and cost-efficiency goals. <br />2. :New Capital Facilities -Projects in this category typically provide for either new and/or <br />replacement facilities, projects that expand existing facilities/services, or a project that <br />would result in a new asset. In addition, projects that are a scale to warrant classification <br />as stand-alone projects. <br />3. Preservation and Maintenance -These projects preserve, maintain, and repair the <br />investment in existing airport facilities. They help to ensure that airport improvements <br />achieve their useful life span and are maintained at a level required for effective service <br />delivery to the public. <br />The primary focus of the Airport for the immediate future will be economic development, <br />enhancements to safety and security, customer service improvements, and the preservation and <br />maintenance of existing assets -primarily the airfield pavements and the terminal building. <br />A major project in FY08 is the continuation to expand the air cargo facilities to increase the <br />capacity, efficiency and safety of the air cargo operations. The project improvements shall <br />include extension of Taxiway A and widening Taxiway L, expansion of the existing air cargo <br />ramp, construction of a new air cargo office/warehouse, truck lot, access road, and employee <br />parking area, and associated utility and security improvements. This project began in FY07 with <br />a ConnectOregon grant of $4.1 million and a Federal Aviation Administration grant of $1.6 <br />million to pay for the expansion of the air cargo ramp. <br />Major projects in the FY08-FY13 CIP include Preservation and Maintenance, and Site and <br />Facility Improvements involving runway overlays, ramp rehabilitation and reconstructions, <br />taxilane extensions and ramp expansions. FY09 is targeted to begin construction on a new <br />Automated Car Wash Facility for the car rental agencies at the Eugene Airport. Customer <br />Facility Charges revenue received from the car rental agencies will fund this project. The <br />Airport has requested discretionary funds from the Federal Aviation Administration for the <br />construction of a new Aircraft Rescue and Fire Fighting (ARFF) facility in FY10. <br />City of Eugene 2008 - 2013 Capital Improvement Program <br />66 <br />
