stormwater user fees and the sale of wetland mitigation credits. <br />Restrictions: As allowed under state statue, the proceeds of user fees are retained in the fund for <br />planning, constructing and/or operating the system. Wetland mitigation credits are restricted to <br />appropriate projects within the wetland bank service area. <br />Wastewater Utility Fund: <br />Purpose: To account for the operation, construction, and maintenance of the wastewater <br />collection and treatment system. Primary revenues are wastewater user fees. <br />Restrictions: Partial restriction for outstanding debt service payments. As allowed under state <br />statue, the proceeds of user fees are retained in the fund for planning, constructing and/or <br />operating the system. <br />Public Buildings and Facilities <br />Capital Projects Fund: <br />Purpose: To account for the financing and construction of capital facilities not fmanced by <br />proprietary or other capital projects funds. General Fund revenues, Federal and State grants, <br />donations, and bond proceeds provide the financing for the expenditures of this fund. <br />Restrictions: Funding provided by bond proceeds (including interest earnings) are restricted by <br />the terms of the bond contract developed at the time of the bond sale. Grants are usually <br />restricted to a specific project or type of project. <br />Parking Services Fund: <br />Purpose: To account for operations of City-owned parking facilities. Revenue sources include <br />parking fees and fines, meter receipts, and rentals. The revenue is used to operate and maintain <br />the parking facilities. A portion of the revenue is transferred to the General Fund to support <br />other city services. <br />Restrictions: Partial restriction for debt service payments by bond covenants. <br />Urban Renewal Agency Downtown Capital Projects Fund: <br />Purpose: To account for costs of constructing and improving capital facilities in the Downtown <br />District. Financing is provided by transfers from the Urban Renewal Agency Capital Projects <br />Fund and interest on investments. <br />Restrictions: For use in the Downtown development district. <br />Urban Renewal Agency Riverfront Capital Projects Fund: <br />Purpose: To account for costs of constructing and improving capital facilities in the Riverfront <br />District. Financing is provided by transfers from the Urban Renewal Agency Riverfront Fund <br />and interest on investments. <br />Restrictions: For use in the Riverfront development district. <br />City of Eugene 2008 - 2013 Capital Improvement Program <br />23 <br />
