Funding Sources and Restrictions <br />Airport <br />Airport Fund: <br />Purpose: To account for the operations of the municipal airport. Principal sources of revenues <br />are rental of terminal space to airlines and other service providers, landing fees, and parking fees. <br />The fund receives Airport Improvement Program monies from the Federal Aviation <br />Administration for capital improvements. The fund also imposes passenger facility charges on <br />passengers utilizing the airport, the proceeds of which are restricted for use in financing eligible <br />projects, as determined by FAA regulation. <br />Restrictions: Passenger facility charge revenues are restricted for use in financing eligible <br />Airport projects as determined by FAA regulation. <br />Parks & Open Space <br />Library, Parks, and Recreation Fund: <br />Purpose: To account for contributions from private donors to support the public library and City- <br />owned parks and recreation facilities. <br />Restrictions: Designation upon receipt of donation. <br />Capital Projects Fund: <br />Purpose: To account for the financing and construction of capital facilities not fmanced by <br />proprietary or other capital projects funds. General Fund revenues, Federal and State grants, <br />donations, and bond proceeds provide the financing for the expenditures of this fund. <br />Restrictions: Funding provided by bond proceeds (including interest earnings) are restricted by <br />the terms of the bond contract developed at the time of the bond sale. Grants are usually <br />restricted to a specific project or type of project. <br />Parks Systems Development Capital Projects Fund: <br />Purpose: To account for construction of the growth related portion of capacity-enhancing capital <br />projects. Financing is provided by a systems development charge levied against developing <br />properties. Expenditures are restricted by state law to capacity-enhancing projects for the <br />following systems: transportation, sanitary sewers, storm sewers, and parks facilities. <br />Restrictions: ORS 223.297 - 223.314 provides the statewide framework guiding system <br />development charges. Expenditures of improvement SDCs are restricted by state law to capacity <br />enhancing projects for the system for which the fee is imposed. The reimbursement portion of <br />SDCs may be used for capital projects related to the system for which the fee was collected, <br />including rehabilitation of existing systems. <br />Stormwater Utility Fund: <br />Purpose: To account for the operation, construction, and maintenance of the stormwater drainage <br />system and the wetland resource protection and enhancement program.
