CIP Development and Review Process <br />Typically, development of the Capital Improvement Program is a nine-month process, which <br />begins with staff preparation in August of even-numbered years and ends the following spring <br />with Council adoption. Below is the schedule for the FY08-13 CIP update. <br />Date Meeting Description <br />November 2006 The Draft CIP was published and distributed to the Chairperson of <br />each neighborhood association throughout Eugene. The Draft CIP <br />mailed to interested parties, published on the City's web page, and <br />made available in a variety of locations throughout the City. Staff also <br />gave an informal presentation to the citizen members of the Budget <br />Committee on the CIP. <br />December 11, 2006 Planning Commission held a work session to review the Draft CIP. <br />December 12, 2006 Planning Commission conducted a public hearing and voted <br />unanimously to forward a recommendation to Council to approve the <br />CIP without amendments. <br />February 7, 2007 & Budget Committee reviewed the Draft CIP. The committee voted <br />February 20, 2007 unanimously to recommend the FY08-13 Capital Improvement <br />Program to the City Council for approval, incorporating the changes. <br />from the Budget Committee and staff. <br />February 20, 2007 City Council conducted a public hearing on the Draft CIP and <br />received public testimony. <br />March 12, 2007 City Council finalized and voted unanimously to adopt the CIP. <br />Following adoption of the CIP by the City Council, the projects scheduled for FY08 become the <br />basis for preparation of the FY08 capital budget. The capital budget is submitted to the Budget <br />Committee in the spring of each year and adopted by the City Council in June. <br />Projects in the second fiscal year of the CIP become the basis of the subsequent fiscal year's <br />capital budget.
