CHAPTER IV
STRATEGIES AND ACTIONS
This chapter describes strategies and actions for enhancing Eugene's _ --
parks, open space, recreation facilities, and programs. These were
developed based on the Community Needs Assessment findings,
which included a comprehensive analysis of programs, parks and
open space, and finances. Background documents are available
'''~ '.,
from the Parks and Open Space Division. -~1°'" ~.
The strategies are divided into the following categories: ` t ~ . .~_
^ Recreation Programs; ~~~.°~ ~~'~ s
a~ ~
• Parks; ~~ '_ n ~~
Y. ~~,
• Community Facilities; ~ ~~,
^ Natural Areas; _~~ `~ ~-
r,
• Access and Connectivity; ___ _ __`
^ Renovation/Restoration; Our vision is to make
^ Maintenance; Eugene a healthy,.
^ Resource Development; and aCtlVe, and beautiful
• Management. place t0 live, work,
Each category includes a list of strategies that will be implemented to
' and play.
achieve Eugene
s vision for the future:
We envision an interconnected and accessible system of vibrant
public spaces friendly neighborhood parks thriving natural areas and
diverse recreation programs and opportunities that make our city a
healthy, active, and beautiful place to live, work, and play.
Several strategies for parkland are based on standards that were
developed in conjunction with the Mayor's Advisory Committee to
help achieve the goals that were identified and presented in Chapter
2. These standards are expressed in terms of acres per 1,000
population. In Eugene, the standard for total park land is 20 acres per
1000 residents. Park types each have their own standards as well. For
example, neighborhood parks have a standard of 1.7 acres per 1,000
residents.
Tables listing actions (capital or operations improvements) for each
strategy area are included at the end of this chapter, along with
maps that illustrate existing and proposed park and recreation
resources for the Eugene planning area and sub-areas. The tables
indicate the priority of each action on a scale of one to three, with
one being high, two being medium, and three being low.
City of Eugene PROS Comprehensive Plan 29
r.- Draft
