EXECUTIVE SUMMARY <br />C. Strategy Overview <br />Strategies and actions for enhancing Eugene's parks, open space, <br />recreation facilities, and programs were developed based on the <br />Community Needs Assessment findings, which included a <br />comprehensive analysis of programs, parks and facilities, and <br />finances. Strategies are the methods, resources, processes, and <br />systems that the City will deploy to achieve the community's vision <br />and goals. In Chapter 4, strategies are presented. in the following <br />categories: <br />^ Recreation programs; <br />^ Parks; <br />^ Community facilities; <br />^ Natural areas; <br />^ Access and connectivity; <br />^ Renovation/restoration; <br />^ Maintenance; <br />^ Resource development; and <br />^ Management. <br />The chapter also includes tables listing actions (capital or operations <br />improvements) for each strategy area along with maps that illustrate <br />existing and proposed park and recreation resources for the Eugene <br />planning area and sub-areas. The action tables indicate the priority of <br />each action on a scale of one to three, with one being high, and <br />three being low.
